Congress’s most-bought stocks, explained.
Key takeaways
- Members of Congress disclosed 81 stock purchases in 68 companies and 106 stock sales in reports filed from Oct 1 to Oct 25, 2026.
- Home Depot (HD) and Microsoft (MSFT) tied as the most-bought stocks, with 3 purchases by 2 members each.
- The most-sold stock was Lockheed Martin (LMT), with 4 sales by 1 member.
- Over the last 90 days, the median trade was disclosed 28 days after it was made, so this month’s list keeps filling in.
How this list is counted
Each row counts the purchases of one stock that sitting members of Congress reported in the month, by the date the report was made public. Stocks are ranked by number of purchases, then by number of members. Members report amounts as ranges, so the amount column adds up those ranges and is never an exact figure. Funds, options and assets without a stock ticker are left out.
How Instaport tracks them
Instaport collects new filings as they are published, matches each trade to the stock it names and shows it with both its trade date and its filing date. With a free account, you get an alert when a member of Congress trades a stock you own.
Questions people ask about what Congress is buying.
Which stock did Congress buy the most in October 2026?
Home Depot (HD) and Microsoft (MSFT) tied as the stocks members of Congress bought most often in reports filed from Oct 1 to Oct 25, 2026, with 3 purchases by 2 members each. Next came NVIDIA (NVDA) with 3 purchases by 1 member and Taiwan Semiconductor Manufacturing (TSM) with 2 purchases by 2 members.
How does Instaport count the stocks Congress bought most?
It counts the stock purchases sitting members of Congress reported in their public trade disclosures, by the month the report was made public, and ranks stocks by the number of purchases, then by the number of different members buying. Members report amounts as ranges such as $1,001 to $15,000, so the list ranks by number of trades, not dollars, and shows amounts as a range.
What is the difference between the most-bought and most-sold lists?
The most-bought list counts purchases. The most-sold list counts full and partial sales. Exchanges are left out of both. The same stock can appear on both lists when some members bought it and others sold it.
Why does this month’s list keep changing?
Members have up to 45 days to report a trade, so trades keep arriving after they are made. Over the last 90 days, the median trade was disclosed 28 days after it was made. The list counts reports by the date they were made public, so it grows through the month, and some of the trades it counts were made the month before.
Is it legal for members of Congress to trade stocks?
Yes, under current law. The STOCK Act of 2012 bars members from trading on nonpublic information they learn in their jobs and requires them to disclose each stock trade over $1,000 within 45 days. Proposals to restrict members’ stock trading have been introduced in Congress.
Can I get an alert when a member trades a stock I own?
Yes. Instaport’s free account sends an alert the day a new Congress trade filing is public, and tells you whether the trade is in a stock you own.
